Building wireless projects for yourself is a great way to learn. Selling them is different:
If you plan to sell a radio device in Canada, the Radiocommunication Act (s. 4) prohibits selling radio apparatus that lacks a required certificate or does not meet ISED’s technical standards. Under RSS-Gen, Category I equipment (which includes typical Wi-Fi/Bluetooth devices) must be certified and listed in ISED’s Radio Equipment List (REL) before it is offered for sale. A pre-certified module helps, but the finished product still has host-product obligations, such as ICES-003 labelling. Check ISED’s documents for your case; this is not legal advice.
